The winger was the subject of a bid from the Canaries earlier this month which was turned down, and Albion remain determined to keep him on the south coast.
"Nothing has changed," Seagulls chairman Tony Bloom told the club's official website.
"We do not want to sell Elliott. We don't need to sell the player."
