Bates, 21, who plays in central defence, played twice for the Tractor Boys last season before picking up a cruciate ligament injury. He had previously had a loan spell at Darlington.
The deal includes a 24-hour recall clause for the defender who has made more than 30 appearances for the Riverside Stadium club.
