On the subject of loan signings, the Canaries' boss told BBC Radio Norfolk: "It doesn't make a huge difference to what I think.
"You find someone who's on, say ?80,000 - we'd have to pay half. I don't think the club would let me do that."
Lambert continued: "I wouldn't do it anyway. I certainly won't break our strategy."
Despite recent high-profile loan arrivals at fellow Championship clubs - including Yakubu at Leicester City and Paul Konchesky at Nottingham Forest, Lambert said the Canaries would not be following their lead.
"We can't do that, it's not right for us, but I can't talk about Forest, or Leicester, or any other team."
The Scot, who took over at Carrow Road in August 2009, has taken the side from League One to 4th in the Championship, with the side currently just one point off an automatic promotion spot.
But he admitted the players' form must continue, adding: "In League One you might look at games at home and think you could win it if you weren't at the very top of your game. In this league, no way.
"In here you have to be bang at it, if not you get done. That's one of the differences I've found."
