Wiggins, 21, a regular for his Wales' under-21 side, has started only once for the Eagles and has suffered with injuries in his fledgling career. He had a loan spell at Bournemouth last season.
Palace boss Neil Warnock is said to be an admirer of Wiggins, and is keen for him to gain experience on loan, however Gunn and new Norwich Chief Executive David McNally have both stressed the need for change from a transfer policy that reiled far too heavily on loan players for the last few years.
